The aim of his book is to set forth in a consecutive narrative the origins and the history of the league of Nations. It consists of five sections: the first deals with the origins of the league and ends with the formal adoption of the Covenant in 1919 by the Peace conference in Paris; the second describes its early years-years of discouragement and difficulty but of steady growth; the third covers the period of stability and success which opened in 1924 with the beginnings of reconciliation in Europe; the fourth describes the five critical years of struggle, from the Manchurian conflict which began in 1931 to Mussolini's successful defiance of the League and the annexation of Ethiopia in 1936; the fifth covers the years of defeat marked by the increasing aggression of the Axis powers, the elimination of the league as an institution of political importance, and its final dissolution at the end of the Second World War.
