The present work is offered as a contribution to the history of international relations in the nineteenth century, and also to the history of the late Ottoman Empire. On the one hand, it seeks to demonstrate that the Ottoman Empire under Abdulhamid 2 possessed an independent foreign policy worthy of the name, that this foreign policy emcompossed deliberate choices which have to be explained in terms of the calculations, perceptions, and psychology of Ottoman decisions - makers, and that tehse choices materially affected the interests and ambitions of the European Great Powers.
